In diesem Abschnitt werden die Zahlen über die Organisation von Veranstaltungen, Tagungen und Kongressen im Land genauer betrachtet.

  • Die durchschnittlichen Kosten für eine Veranstaltung in Kolumbien liegen derzeit zwischen 45 und 60 Millionen Pesos.
  • Zwischen 2018 und 2019 wurden gut 47,7 Tausend Veranstaltungen in Hotels mit Kongress- und Tagungsinfrastruktur (70,2 %) und 9,2 Tausend in Kongresszentren (13,6 %) durchgeführt. Die übrigen Veranstaltungen fanden an anderen Orten statt, wie z. B. in Museen, Stadien, Universitäten usw.

It comes as no great surprise that business tourism was one of the hardest hit by the health crisis caused by COVID-19 in 2020/21.

Among many other factors, the main challenges for the MICE industry include travel restrictions, restrictions on the implementation of events, reduced capacities to avoid contagion, changing forms of work and the need to adapt to a new reality.

Nevertheless, the industry has reacted to reduce the impact of the pandemic on its operations, thus responding in the best possible way to the crisis and remaining optimistic about the market going forward.

Whilst the sector has happily recovered, we should not disregard what started then and what is still affecting the sector today, which is why we present this summary of the post-COVID-19 MICE industry process.

The MICE industry before COVID-19

Before the pandemic, this tourism sector experienced significant growth because, in addition to the numerous events, congresses and exhibitions that were held every year around the world, there was an increasing number of business trips by companies, both group and individual.

So much so, that a CWT Meetings & Events report on the sector revealed just over 10% growth in demand for the various services that make up the MICE industry. Kurt Ekert, CEO of the same organization, confirmed that “the global meetings and events industry can look forward to an optimistic 2019” thanks to the incredible response to new trends such as security issues, the implementation of better technologies, sustainability concerns and the demand for unique experiences.

For this reason, the number of cities that have focused on the development of a tourism offer specifically tailored to this type of audience has increased sharply, since in recent years in countries with greater socio-economic stability, among other things, the number of specialized events, the number of people entering and leaving the country and the economic growth of the hotel industry have increased.

What has changed in the MICE industry after COVID-19?

Like most industries in the world, business tourism has not stood still in the face of the challenges posed by COVID-19. But the sudden onset of the epidemic in recent years has forced industry professionals, agencies, travelers and event organizers to rethink their products and operations for the future. It’s no lie that those who only offered personal services were badly positioned and had some problems, but the introduction of new options helped them kickstart their business again.

Regardless of the post-pandemic era, what most countries and sector players have in common is that they have found virtual tools to replace in-person activities, which not only bring significant financial savings but are often more practical. However, this is not a definitive threat to face-to-face events because while the replacement of face-to-face events may be ideal for a some time, it is not ideal and it is still possible to continue operations as they have been conducted in the past.

The new post-pandemic reality

Technology has never been more important, whether for human relationships or commerce. Technology has become the main ally of everyone, including those working in the MICE segment.

And not only that: part of the new post-pandemic reality is also the implementation of new hygiene measures such as distancing, use of masks and vaccination schedules, which are mandatory both in the workplace and when traveling or attending events.

Basic telecommuting

Businesses couldn’t just slow down their activities so remote working was the perfect option and in some cases it was the most positive thing left after the pandemic. Before the health crisis, the ability to work from home was not considered sufficient, but it has proven to be effective.

In Colombia, more and more companies are adopting teleworking and, according to the Ministry of Information and Communication Technologies ( Ministerio de Tecnologías de la Información y las Comunicaciones ), 45,000 people are currently working in this form.

This has become important as several studies have shown that employee motivation and performance have increased.

Among the advantages that teleworking brings, these were the most important:

  • Higher productivity means higher income and business growth as well as savings in travel time,
  • Costs have been significantly reduced through savings in the maintenance of company buildings and utilities. There were significant savings for workers on fuel, parking, public transport and food costs.
  • The quality of life of workers has improved because they can be with their families.
  • The acquisition of new technologies was a great advantage because technology is the basis for teleworking. The companies that have invested in platforms for the development of this modality have been able to optimize their resources and for their employees it has been an opportunity to update their knowledge and understand the correct use of office tools, software, applications, etc.

How were the events influenced?

In order to achieve a rapid upswing in MICE tourism, many factors in the organization of events had to be reconsidered in order to comply with the specifications.

The main changes that have been made include:

  • New modalities such as virtual or hybrid events and meetings: with the help of technologies and a good distribution of participants, the biggest change for holding any type of event has been to adapt. Initially, the events were held via streaming, which was a great advantage as the number of participants increased and the attendance of people from all over the world was facilitated. Hybrid events, which are still widespread today, can combine the best of the face – to -face elements with the virtual elements.

For this reason, the World Health Organization has called for these aspects to be considered:

  • the accommodation of guests,
  • the accompanying services (e.g. food and drink, cleanliness, organization of activities),
  • and the interactions that take place specifically in hospitality establishments.

In addition, all employees on the farm should now take basic biosecurity measures, such as B:

  • physical distancing,

With so many changes in the industry, it’s important to keep in mind that MICE tourism is not in danger of disappearing. Therefore, thanks to the commitment of all the associations of this segment and their participants, thanks to the tools acquired during the health emergency, the prospects for the future are quite promising.

The future of the MICE industry

In general, the future of the MICE industry depends on how its players react to the problems left by the pandemic. A clear example of what to expect is the project developed by the MICE South America Alliance, which offers an analysis of changes in the industry.

One of the key findings is that this market continues to bet on hosting events. A clear example of this is that, according to the study, 60% of institutions plan to hold at least three events in each of the next five years after 2020.

As mentioned in the study, the economic impact of the MICE industry reached 12,314 million euros in 2019, while the pandemic brought a 75% decrease in 2020 and an economic impact of 5,079 million euros in 2021.

On the other hand, not only to reactivate tourism in general, but also to help local economies recover in the different countries, the measures that have helped keep this sector afloat during the pandemic are being reinforced:

What do you need to work in Colombia?

In Colombia, as in any other country in the world, there are many requirements for practicing a profession or setting up a company. Depending on the profile and the activity to be performed, these requirements may vary.

General requirements for employing foreigners in Colombia

It is at the sole discretion of the Colombian government to authorize the entry and stay of foreigners in the country.

Following are the requirements or limitations to consider when applying for a job in Colombia:

  • When entering Colombia as a tourist, foreigners are not permitted to work in the country or apply for a work visa.
  • As a foreigner, if you want or plan to have a job, employment or activity in the country (through an employment contract or as a civil servant), you must belong to the general social security system as an employee (health, pension and occupational risks).
  • Being able to join the pension system and contribute is entirely voluntary, as long as the foreigner certifies that they contribute to the pension system of their country of origin or another country.
  • Important to know that Colombian companies have an obligation to inform you about your rights and obligations as a worker in Colombia.
  • If you wish to practice a regulated profession, it is essential that you provide evidence of your professional qualifications and obtain a license or permit from the relevant professional bodies or competent authorities.

What you need to start a business in Colombia

If you want to incorporate a company in Colombia, there are several steps to follow. First of all, these documents are required:

  • Certificate of incorporation and legal representative of the company issued by the official body of the company’s registered office. If the representative is a non-resident, they must provide a copy of their passport.
  • Authorization of the appropriate person to act on behalf of the company.
  • Articles of Association.
  • Resolution of the company: Purpose of the company, amount of capital allocated, business address, the appointment of a legal representative and an auditor.

The above documents are required for the next phase, which is to formalize the public deed. This must be signed by the legal representative of the company in Colombia.

In addition, declarations of acceptance from industry representatives are required. These letters must include the full name of the person accepting the position, their position, ID card type and number, and your signature.

Visa for resident investors in Colombia

In order to obtain this visa, you must invest capital of at least $180,000. This amount can be used for direct investment in a business in Colombia or for the purchase of the real estate.

The foreigner holding such a visa is entitled to engage in any legal activity in the country, including that exercised on the basis of an employment relationship or contract.

Entrepreneur visa for investments in Colombia

The Entrepreneur Visa (or Owner-Partner Type – M) allows entry and residence in the country to start, develop and manage a business. In other words, in order to apply for this visa, the foreigner must establish a business in Colombia that is active, producing goods and services, paying taxes, etc. This visa is only allowed to carry out activities for the relevant company.

Investor visa as a real estate owner in Colombia

This type of visa allows foreigners to stay in Colombia to take advantage of purchasing a property in the country. In order to apply for this type of visa, the applicant, as a foreigner, must have an income intended solely for the acquisition of real estate or land in the Colombian territory.

Working as a clerk in Colombia

If a Colombian company hires you and you want to settle in Colombia, you need to consider the following:

  • TP-9: This option is offered by the national government to foreign nationals arriving as refugees or asylum seekers. This visa entitles the holder to engage in any legal work, including that carried out by virtue of an employment relationship or contract. The visa is valid for 5 years.
  • TP-12: Visa for foreigners wishing to enter the country to participate in academic, scientific, artistic, cultural or sporting events (regardless of whether they have an employment contract or not), an interview as part of a personnel selection process public or private To run facilities, undergo business training, establish commercial or business contacts and report journalistically. This visa is valid for 90 days.
  • TP-13: Visa for foreigners wishing to enter Colombia to provide specialized technical assistance (regardless of whether they have an employment contract or not) for public or private entities. The visa is valid for 180 days.
  • TP-15: Exclusively for foreigners from Mercosur and its Associated States who apply for temporary residence in the country, based on the Agreement on Residence of Nationals of Mercosur , Bolivia and Chile. The visa is valid for two years.

Basic visa requirements in Colombia

These are some of the main general requirements for applying for a work visa in this country:

On the other hand, the Colombian visa authority has a period of about 5 days from the date of registration of the payment to consider the case accordingly. However, if it is necessary to request additional documents or to have an interview, the period can be extended by up to 30 days from the date of online registration of the visa application.

Personal experience with visa in Colombia

I came to Colombia in 2015 and organized my student visa in advance in Switzerland. During my studies in Colombia I founded my company and applied for an entrepreneur visa. However, the visa as an entrepreneur was delayed for some time, so I had to extend the student visa. In the following I would like to describe what a dispute with the Colombian bureaucracy can look like:

Extension visa 2016

  • I personally visited the Migracion office on Calle 100. I was turned away with the comment that I was still too early and should come back next week.
  • A week later I went back to the same place and they asked for confirmation from the university. This had not been mentioned in the previous week. I left the Migracion office at 100 Calle and went to the secretariat of the University of Los Andes in the center of the city.
  • The university secretariat explained to me that such confirmations were not issued.
  • back in the Migracion in Calle 100 and after endless waiting in the long queue, I explained this to the responsible clerk. However, they were not interested in my request.
  • I then went to reception and requested an appointment with the team leader.
  • The lady, who was not so nice, was also not at all interested in my request and explained to me that this was my problem, that I would be in the country illegally in a few days. I then asked for her manager and she gestured to an office with her hand.
  • After a short conversation with the superior and the nice hint that this situation was caused by the non-functioning of his office, he said he was helpful. All he wanted was a confirmation email from the university.
  • After consultation with the university, the relevant secretary sent a short confirmation. However, since the local head left the office for the lunch break, I had to wait another 2 hours for his return. I was then granted the extension.

Renewal visa 2020

  • To renew my business visa, I submitted all the documents online. Due to Covid, physical visits to the Foreign Office have been suspended.
  • The application was rejected on the grounds of insufficient capital.
  • I submitted the application again, pointing out that the company had a multiple of the required capital.
  • The application was again rejected on the grounds that the share capital was too small.
  • After a capital increase, I submitted the visa application again.
  • The request was again denied without justification.
  • I submitted my application a fourth time and reserved an appointment, visits were again possible at that point.
  • During the interview, I explained the whole situation to the clerk, whereupon a second lady intervened. It was noted that formal mistakes had already been made by the office with the last visas.
  • Finally, I received my new visa. The compensation I mentioned (submit 4 times = pay the fee 4 times) was ignored.
  • In a four-page letter, addressed directly to the Foreign Minister, I described my experiences and my dismay at the visa process. I asked if Colombia didn’t know How and capital interested.
  • A few weeks later I received a reply letter signed by a secretary. The letter contained only one sentence, “Thank you for your letter, we will look into it”. There were no further communications.

  • Denken Sie daran, dass der Arbeitgeber oder Auftragnehmer die Kosten für die Rückkehr des ausländischen Arbeitnehmers (sowie die Kosten für seine Familie oder seine Begünstigten) übernehmen muss, solange der ausländische Arbeitnehmer im Ausland angestellt ist, um eine Tätigkeit im Land auszuüben. (Art. 2.2.1.11.5.7 Dekret 1067 von 2015).

Was Sie als “Digitaler Nomade” brauchen, um in Kolumbien zu arbeiten.

In Kolumbien gibt es eine Reihe von Unternehmen, die Ausländer für Telearbeit einstellen. Derzeit sind die Bedingungen für die Beantragung dieses Visums nicht spezifisch (es hängt vom Unternehmen ab), aber wie viele andere, vor allem europäische Länder, strebt auch Kolumbien danach, das so genannte Nomadenvisum einzuführen.

Das Ziel dieses Visums besteht darin, dass Sie sich für einen bestimmten Zeitraum (je nach Genehmigung zwischen 30 Tagen und einem Jahr) im Land aufhalten und legal über das Internet arbeiten können.

Unter den möglichen Anforderungen können die grundlegendsten sein:

  • Gültiger Personalausweis und Reisepass.
  • Bescheinigung über Einkünfte aus der Ferne.

Visum zum Arbeiten in Kolumbien

Ein Arbeitsvisum in Kolumbien ist eine Erlaubnis für Ausländer, nach Kolumbien einzureisen, sich dort aufzuhalten und, je nach Fall, eine bestimmte Tätigkeit auszuüben. Sie wird vom Ministerium für auswärtige Angelegenheiten erteilt. Die Kosten für das Visum betragen derzeit 230 Dollar.

Um eines der verschiedenen Visa zu beantragen, über die wir in Kürze sprechen werden, müssen Sie (als abhängig Beschäftigter) als Erstes einen Arbeitsvertrag vorlegen.

Wenn Sie von einem Unternehmen eingestellt werden, muss dieses nachweisen, dass es einen durchschnittlichen Umsatz von 100 Mindestlöhnen hat (2022 rund USD 25,000). Handelt es sich bei dem Arbeitgeber um eine natürliche Person, muss er nachweisen, dass sein durchschnittliches Monatseinkommen 10 Mindestlöhne beträgt. Darüber hinaus muss der Arbeitgeber bei Beendigung des Arbeitsvertrags die Kosten für die Rückkehr des ausländischen Arbeitnehmers in sein Herkunfts- oder Wohnsitzland und gegebenenfalls auch für seine Familie übernehmen.

Welche anderen Arten von Visa für die Arbeit in Kolumbien gibt es?

Wie im Dekret 1067 vom 26. Mai 2015 festgelegt, gibt es mehrere Kategorien oder Arten von Visa, um in Kolumbien zu arbeiten, je nach der zu verrichtenden Arbeit.

Dies sind einige der Kategorien oder Arten von Visa:

  • TP-4: Ausländer, die nach Kolumbien ziehen wollen, um einen Arbeits- oder Dienstleistungsvertrag mit einer in Kolumbien ansässigen natürlichen oder juristischen Person abzuschließen. Diese Option gilt auch für künstlerische oder kulturelle Gruppen, die eine öffentliche Aufführung im Land planen. Die Gültigkeit des Visums entspricht der Dauer des Vertrags und darf nicht länger als drei Jahre sein.
  • TP-7: Diese Art von Visum ist ausschließlich für Ausländer bestimmt, die zur Ausübung bestimmter Tätigkeiten oder Berufe nach Kolumbien einreisen, z. B. als Rentner oder Pensionär, als Teilhaber oder Eigentümer eines Unternehmens, zur medizinischen Behandlung, als Eigentümer von Immobilien, zur Ausübung eines selbständigen Gewerbes oder einer selbständigen Tätigkeit und zur Ausübung von Berufen oder Tätigkeiten, die in diesem Dekret nicht vorgesehen sind. Das Visum hat eine Gültigkeit von einem Jahr.
  • TP-9: Diese Option wird Ausländern, die als Flüchtlinge oder Asylbewerber einreisen, von der nationalen Regierung angeboten. Dieses Visum berechtigt zur Ausübung jeder legalen Arbeit, einschließlich derjenigen, die aufgrund eines Arbeitsverhältnisses oder eines Vertrags ausgeübt wird. Das Visum hat eine Gültigkeit von 5 Jahren.
  • TP-12: Visum für Ausländer, die in das Land einreisen möchten, um an akademischen, wissenschaftlichen, künstlerischen, kulturellen oder sportlichen Veranstaltungen teilzunehmen (unabhängig davon, ob sie einen Arbeitsvertrag haben oder nicht), ein Vorstellungsgespräch im Rahmen eines Personalauswahlverfahrens öffentlicher oder privater Einrichtungen zu führen, eine Geschäftsausbildung zu absolvieren, Handels- oder Geschäftskontakte zu knüpfen und journalistisch zu berichten. Dieses Visum hat eine Gültigkeit von 90 Tagen.
  • TP-13: Visum für Ausländer, die nach Kolumbien einreisen möchten, um spezialisierte technische Hilfe (unabhängig davon, ob sie einen Arbeitsvertrag haben oder nicht) für öffentliche oder private Einrichtungen zu leisten. Das Visum hat eine Gültigkeit von 180 Tagen.
  • TP-15: Ausschließlich für Ausländer aus den Mercosur-Staaten und ihren assoziierten Staaten, die einen befristeten Aufenthalt im Land beantragen, auf der Grundlage des Abkommens über den Aufenthalt von Staatsangehörigen der Mercosur-Staaten, Boliviens und Chiles. Der Ausländer mit dem TP-15-Visum ist berechtigt, jede legale Beschäftigung im Land auszuüben, einschließlich derjenigen, die aufgrund eines Arbeitsverhältnisses oder eines Vertrags ausgeübt wird. Das Visum hat eine Gültigkeit von zwei Jahren.

Grundlegende Visumanforderungen in Kolumbien

Dies sind einige der wichtigsten allgemeinen Voraussetzungen für die Beantragung eines Arbeitsvisums in diesem Land:

  • Gültiger Reisepass mit freien Seiten, auf denen das Visum eingeklebt werden kann.
  • Aktuelles Foto.
  • Bewerbungsschreiben
  • Arbeitsvertrag und Begründungsschreiben, in dem das Unternehmen die Gründe für Ihre Einstellung darlegt.
  • Kontoauszüge des Arbeitgebers für die letzten 6 Monate vor der Beantragung des Visums.
  • Bescheinigungen über die Berufserfahrung in dem entsprechenden Gewerbe oder Beruf.
  • Wenn Sie das Visum beantragen, während Sie sich in Kolumbien aufhalten, müssen Sie nachweisen, dass sich der Antragsteller in einer regulären Migrationssituation befindet und den letzten Einreisestempel, den Ausreisestempel bzw. den Sicherheitsstempel vorlegen.
  • Wird das Visum bei einem kolumbianischen Konsulat im Ausland beantragt, muss eine Kopie des Dokuments vorgelegt werden, das den regelmäßigen Aufenthalt in dem Land belegt, in dem der Ausländer seinen Wohnsitz hat.

Die Anforderungen können je nach der auszuübenden Arbeitstätigkeit und der Art des beantragten Visums variieren. Wir empfehlen Ihnen daher, vor der Beantragung eines Visums zusätzliche Informationen für Ihren Fall einzuholen. Andererseits verfügt die kolumbianische Visumbehörde über eine Frist von etwa 5 Tagen ab dem Datum der Registrierung der Zahlung, um den Fall entsprechend zu prüfen. Ist es jedoch erforderlich, zusätzliche Unterlagen anzufordern oder ein Gespräch zu führen, kann die Frist um bis zu 30 Tage ab dem Datum der Online-Registrierung des Visumantrags verlängert werden.

Unternehmertum in Kolumbien

Sie möchten ein Unternehmen in Kolumbien gründen, sind sich aber nicht sicher, ob dies eine gute Idee ist? Oder möchten Sie in diesem Land ein Unternehmen gründen, wissen aber nicht, wie?

Kolumbien ist ein Land, in dem das Unternehmertum eine großartige Alternative darstellt, denn obwohl es sich um einen wettbewerbsintensiven Markt handelt, ist es eine Alternative, mit der man ein gutes Einkommen erzielen kann, sofern man sein Projekt professionell plant und durchführt.

Nach Angaben des Registro Único Empresarial wurden im Jahr 2021 mehr als 251.000 neue Unternehmen gegründet, 16 % mehr als im Vorjahr, was nicht verwundert, da immer mehr Menschen und Unternehmen auf den Erfolg in diesem Land setzen. Dies geht aus der Rangliste des britischen Unternehmens Circle Loop hervor, in der Kolumbien zu den drei unternehmerischsten Gebieten in der OECD gehört und Länder wie die Vereinigten Staaten, Kanada, die Niederlande und Deutschland übertrifft. Darüber hinaus ergab diese Untersuchung, dass 64,8 % der Kolumbianer die Fähigkeit zum Unternehmertum besitzen, 47,9 % sehen in Kolumbien gute Möglichkeiten dafür und 33,9 % beabsichtigten, ab 2021 ein Unternehmen zu gründen.

Kolumbien bietet auch alle Arten von Unterstützung für Unternehmer, wie z. B. Beratung, Kurse, finanzielle Unterstützung und vieles mehr.

Persönliche Erfahrungen mit Visum in Kolumbien

Ich bin 2015 nach Kolumbien eingereist und habe mein Studentenvisum bereits im Vorfeld in der Schweiz organisiert. Während dem Studium in Kolumbien habe ich mein Unternehmen gegründet und ein Unternehmervisum beantragt. Das Visum als Unternehmer verzögerte sich jedoch einige Zeit, daher musste ich das Studentenvisum verlängern. Im folgenden schildere ich gerne, wie eine Auseinandersetzung mit der Kolumbianischen Bürokratie aussehen kann:

Verlängerung Visum 2016

  • Persönlich besuchte ich das Büro der Migracion in der Calle 100. Man wies mich ab mit dem Kommentar, ich wäre noch zu früh und sollte nächste Woche wieder kommen.
  • Eine Woche später sprach ich am selben Ort wieder vor, worauf man eine Bestätigung der Universität einforderte. Diese war in der Vorwoche nicht erwähnt worden. Ich verließ das Büro der Migracion in der Calle 100 wieder und suchte das Sekretariat der Universität de los Andes im Zentrum der Stadt auf.
  • Im Sekretariat der Universität erklärte man mir, dass solche Bestätigungen nicht ausgestellt würden.
  • Wieder in der Migracion in der Calle 100 angekommen und nach endlosem Warten in der langen Schlange, erklärte ich dies der zuständigen Sachbearbeiterin. Diese interessierte sich allerdings nicht für mein Anliegen.
  • Im Anschluss suchte ich die Rezeption auf und verlangte einen Termin mit dem Teamleiter.
  • Die nicht so nette Dame interessierte sich ebenfalls überhaupt nicht für mein Anliegen und erklärte mir, dass dies mein Problem wäre, dass ich in einigen Tagen illegal im Land sei. Ich fragte dann nach ihrem Vorgesetzten, worauf sie mit ihrer Hand auf ein Büro wies.
  • Nach einem kurzen Gespräch mit dem Vorgesetzten und dem netten Hinweis, dass diese Situation durch das nicht Funktionieren seines Amtes entstanden sei, gab er sich hilfsbereit. Er wollte lediglich eine Bestätigung per Email von der Universität erhalten.
  • Nach einer Rücksprache mit der Universität, sendete die entsprechende Sekretärin eine kurze Bestätigung. Da der lokale Vorsteher das Amt jedoch für die Mittagspause verließ, musste ich nochmals 2 Stunden auf seine Rückkehr warten. Die Verlängerung wurde mir danach gewährt.

Erneuerung Visum 2020

  • Zur Erneuerung meines Unternehmervisums reichte ich sämtliche Dokumente online ein. Aufgrund Covid waren physische Besuche beim Amt für Auswärtiges ausgesetzt.
  • Der Antrag wurde abgelehnt mit der Begründung, zu wenig Kapital.
  • Ich reichte den Antrag erneut ein mit dem Hinweis, dass ein Vielfaches des geforderten Kapitals im Unternehmen stecke.
  • Der Antrag wurde wiederum abgelehnt mit der Begründung, dass das Aktienkapital zu klein sei.
  • Nach einer Kapitalerhöhung reichte ich den Visumsantrag erneut ein.
  • Der Antrag wurde wiederum abgelehnt, ohne Begründung.
  • Ich reichte meinen Antrag ein viertes Mal ein und reservierte einen Termin, Besuche waren zu diesem Zeitpunkt wieder möglich.
  • Beim Interview erklärte ich der Sachbearbeiterin den ganzen Sachverhalt, worauf sich noch eine zweite Dame einschaltete. Man bemerkte, dass bereits bei den letzten Visa formale Fehler von Seiten des Amtes begangen wurden.
  • Schließlich erhielt ich mein neues Visa. Die meinerseits erwähnte Entschädigung (4 Mal Einreichen = 4 Mal Gebühr zahlen) wurde ignoriert.
  • In einem vierseitigen Brief, direkt adressiert an den Außenminister, schilderte ich meine Erfahrungen und die Befremdung über die Visum Prozesse. Ich stellte die Frage, ob Kolumbien nicht an Know How und Kapital interessiert sei.
  • Einige Wochen später erhielt ich ein Antwortschreiben, unterzeichnet von einem Sekretär. Der Brief enthielt lediglich einen Satz, “Danke für Ihr Schreiben, wir werden es prüfen”. Es gab keine weiteren Kommunikationen.

Schlussfolgerungen

Kolumbien verfügt über eine Heerschar von Beamten und komplizierten sowie veralteten Prozessen. Aufgrund der Kultur wird nur ausgeführt, was von der nächst höheren Instanz instruiert wird. Bei Problemen mit Anträgen und Auseinandersetzungen mit Funktionären sollte man steht’s höflich jedoch beharrlich sein.
